Apostrophes are sometimes representing slang words. If the apostrophes are not used, the word may not give a meaning. Quotation marks are important because when you are writing the words of someone else, it is an ethical responsibility to use quotation marks so that the readers know the words are not yours and taken from someone else. It would be a source of proper credit to the actual speaker or writer.
