Data dictionaries are used to store all information about projects in an organization. They are helpful for a system analyst as they can be used by him/her to catalog the required information about the data flow, how this data is processed and what is the data structure.
Data dictionaries possess data in the form of tables. These tables have data specific labels that signifies the kind of data in these dictionaries. In my opinion data dictionaries add a logical sense to the tables in a database.
In my opinion it should not be viewed as an end in itself as data dictionaries are linked to a number of systems where they are utilized in the upgrade processes.
