What are the three different models for organizing relations between a central government and constituent governments? Which do you think provides for the most democracy?

There are three government models that can be chosen to organize governmental relationships between central government and the constituency. These are a unitary system, a confederation, and a federal system. The unitary system is a system that gives all legal authority to the central government. This allows the national, central governing body to make ultimate decisions. A confederation, as opposed to a unitary system, attempts to give the majority, if not all of the governmental power to the states themselves. This strives to take away as much legislative power from the central government as possible in order to allow state sovereignty. The federal system separates levels of government from national, at the top, state, and then local and municipal governments at the bottom. These levels of government act together to make up a comprehensive legal system and government.

It seems that the best form of government, when discussing smaller areas and populations is a confederacy because it stands as a complete representative democracy for the individual. There is a sense of local differences in the legal system which is often preferable. However, for a large population like the United States, the federal system is most pragmatic as it allows for the most efficient government that is still democratic.
