There is an owed full faith and credit that is guaranteed in Article IV of the Constitution that states owe to one another. This means that each state must respect the laws of other states. Each citizen is owed the privileges and immunities of other states, and simply because someone is not a resident of that particular states, it does not make them more or less privileged to act. There is also the obligation of the extradition of criminals from one state to another. This means that one state may not allow asylum to a criminal of another state. This is where federal law dictates the role and relationship of states to one another.
